Stablecoin payment infrastructure for US sponsor bank

USA

A U.S. sponsor bank is seeing demand for supporting stablecoins for new programs and supporting such programs is of high commercial relevance for the bank. We ran a six-week discovery to develop the architecture, the MVP scope, build-vs-buy-decisions and the investment case.

The Challenge

Sponsor banks are the licensed layer behind large payment programs. When a program’s customer moves money to make a payment, the bank carries the regulatory accountability to do so in a compliant way.

Stablecoin payments involve new technologies, new parties involved and include actions traditional payments programs do not require at all, such as minting stablecoins, while also providing new properties such as immediate settlement.

At the same time each partner is only reporting on their individual leg, while the bank is responsible for the funds at every step and needs to reconcile against its core banking system at the end of the day.

Our Solution

1

Visibility First

Every architectural option was judged on one criterion: can the bank detect, in near real time, when what a participant reports and what actually happened have diverged.

2

Current State

Two of seven workstreams went into the bank’s existing reality first: how fiat is funded, settled and reconciled today, and what the core platform can expose. The target state was designed against those constraints.

3

Scoped Build

Part of the discovery was to choose one payment program, one payment flow, one set of core technologies around blockchain and ledgering. All chosen for the shortest path to market in the subsequent build.

4

Regulatory Alignment

The design was stress tested against the bank’s charter and the current U.S. framework, including the GENIUS Act and OCC guidance. Screening sits inside the payment flow and is done before any payment completes.
